History

NAC was founded in 1973 and has served more than 150 communities throughout the upper Midwest.  For many of these communities, we serve as principal planning staff, providing planning and zoning services for more than 40 years in some cases.

We serve a wide variety of places, from very small rural communities to rapidly growing municipalities in the metro area, to mature, inner-ring suburban cities.  Our extensive range of municipal experience, combined with the expertise and background of our skilled staff, helps us adapt the most complete range of planning tools to the individual needs of nearly any community.

Principal Planner

Stephen Grittman

Steve has been with NAC since 1983, taking co-ownership of the company with Alan in 1999.  During his career, he has served nearly 50 separate communities with planning, zoning, housing, and annexation advice and analysis.  Currently, Steve serves as the consulting planner to Buffalo, Little Canada, Monticello, and St. Anthony Village.  He has spoken to various seminars and college-level classes on zoning and zoning law, rural land use planning, and has provided expert witness on a wide variety of land use issues, including annexation, eminent domain, and zoning challenges.  His educational background includes undergraduate work in Landscape Architecture, Planning, Business Management, and Law.

Principal Planner

Alan Brixius

Alan is one of NAC's principals, joining NAC in 1980 after receiving a bachelor's degree in Urban Affairs from St. Cloud State University. After working 19 years with the company's founder, David R. Licht, Alan assumed company co-ownership with Stephen Grittman in 1999. Through the years, Alan has served a broad range of communities in the preparation of comprehensive plans, zoning or subdivision regulations, redevelopment plans, annexation and specialized studies. In addition to these projects, Alan currently serves as the day to day planner for the communities of Albertville, Delano, New Hope and Spring Park and in the past has provided these services to the communities of Lakeville, Lino Lakes, Marine on St. Croix and Sylvan Township.

Senior Planner

Bob Kirmis

Bob is a senior planner with NAC and has a bachelor's degree in Architecture and a master's degree in Community and Regional Planning from North Dakota State University. Bob is in his second tenure with NAC, originally employed by the company in 1988. During his initial tenure, Bob's primary client responsibilities were the Cities of Otsego, Lino Lakes and St. Augusta Township in Stearns County (now a city). From 1998 through 2001, Bob was employed by the City of Eagan, MN where he served as a staff planner involved in all aspects of day to day planning work. Bob returned to NAC in 2001 assuming primary client responsibilities for the Cities of Afton, Elko New Market, Loretto and North Oaks.

Senior PLANNER

Nate Sparks

Nate has been with NAC since 2005.  He received a bachelor’s degree from Macalester College and a master’s degree from Minnesota State University, Mankato.  He serves as a primary staff planner for several of our client communities.  Prior to joining NAC, Nate worked with the Cities of Blue Earth, Norwood Young America, and Minnetrista, MN.

As a planning professional, Nate has written Comprehensive Plans and Zoning Ordinances as well as handling daily planning activities, reviewing land use applications, and zoning administration.  Nate also assists cities with economic development activities, park system planning and funding, sign ordinances, nuisance and property maintenance codes, code enforcement administration, business licensing, municipal utility system management practices, policy manuals, and other activities to ensure efficient and cost-effective government.

Ryan Grittman.jpg

PLANNER

Ryan Grittman

Ryan Grittman joined NAC as a Planner in April 2015.  He has a bachelor’s degree in Community Development from St. Cloud State University.  Mr. Grittman has worked for the City of Buffalo as an intern and part time employee from 2006 to 2008 doing code enforcement; planning administration and front desk help; utility billing; and grant writing.  During the summer of 2015, Mr. Grittman worked on site for the City of Buffalo doing code enforcement; writing planning reports; and assisting residents with planning and zoning related questions.  Since joining NAC, Mr. Grittman has assisted with planning efforts in the Cities of Albertville; Buffalo; Delano; Elko-New Market; Howard Lake; Little Canada; Monticello; New Hope; and St. Francis.  Ryan currently serves the City of Sunfish Lake as their day-to-day planner.

PLANNER/DESIGNER

Ryan Saltis

Ryan is a planner/designer with NAC, joining the firm in the Fall of 2018. He attended the University of Minnesota Duluth and has earned a Bachelor’s degree in Urban and Regional Studies. Ryan has worked for the City of Duluth as a Planning Intern while obtaining his degree. After graduating from UMD, Ryan accepted a position working for the City of Lino Lakes in the Community Development Department. While working for Lino Lakes, Ryan wrote reports for planning issues and presented them to the Planning Commission, reviewed plans for large scale developments and worked alongside the building department in issuing permits for construction. At NAC, Ryan provides comprehensive plan review and social inventory, site plan review, reports for planning issues, and day-to-day planning services for NAC’s client communities.

Planner/Designer

Lexi Weihe

Lexi is a planner/GIS designer with NAC, joining the firm in the summer of 2019. She attended the University of Minnesota Duluth and earned Bachelor degrees in Urban and Regional Studies and Geographic Information Science. She also has a background in business from obtaining a business administration minor while at UMD. Lexi has interned for the City of Duluth, Arrowhead Regional Development Commission, LHB and One Roof Community Housing while earning her degrees. She has experience and interest in community development, site location, comprehensive plans, housing plans and GIS. At NAC, Lexi provides day to day planning services and GIS mapping for NAC’s client communities.
